Physical Therapy Direct Access legislation has been re-introduced for the 2020 legislative session: HB145 in the House Boards Agencies and Commissions Committee and SB104 in the Senate Healthcare Committee. Once again we are asking you to contact your legislator and ask them to oppose these bills. Preview both bills by clicking the links below.

It is extremely important that anyone in these legislator’s districts make contact immediately. 


A few talking points when you contact the committee members:

  • Physical Therapists do not receive the level of training needed to recognize potentially life threatening disorders, and Public Safety dictates that only health care professionals educated and clinically trained to recognize these disorders should be allowed to act in the capacity of a first contact, portal of entry care giver
  • Access to treatment by a Physical Therapist is easy and simple due to 2012 legislation which expanded the pool of medical professionals with diagnostic training who can refer to Physical Therapist
  • This legislation could financially harm a patient by allowing their health insurance benefits to be drained with unnecessary treatment. This could be economically crippling to a patient once a proper diagnosis and treatment is begun but health care benefits have run out

PTs say that this is a turf battle. We say this is a patient safety issue. It is our position that only a provider trained to differentially diagnose should determine when PT treatment is indicated.
